Voters Urged to Vote No on Proposition 82
The First Five Commission, formerly headed by Rob Reiner, who was forced to resign due to alleged inappropriate use of state funds, has committed 100 million dollars for 6 Preschool for All demonstration projects and is currently working with 25 more counties to do so.
The Preschool for All program may be offered by public school, child care centers, family child care homes, for profit child care chains, or non-profit community organizations. Preschool for All programs may not be offered by preschools or childcare centers that include religious teaching during the three hour preschool day or those who exclusively hire teachers who share the preschool's religious beliefs.
The Association of Christian Schools International (ACSI) takes this position with regard to Proposition 82 - Preschool for All:
"The current Preschool for All initiative systematically preempts the choice of a significant number of California'ss parents who have already demonstrated their interest in faith-based programs. Families choose these programs because of the biblical values embedded in the curriculum and embraced by the staff. ACSI advocates a diverse delivery system for Preschool for All in which parents may select from faith-based, private, home-based, and government programs that meet appropriate standards. A system thus structured affirms that parents are the experts on their child, promoting parents’ involvement in children’s schooling.
Excluding faith-based providers unnecessarily reduces the supply of effective preschool programs, when a school choice funding component could be made available to the parent, eliminating the concern of directly funding religious organizations. A school choice program with a funding component is the most powerful method for honoring parental choice."
When you go to the polls, please vote no on Proposition 82. According to a recent article in the San Diego Union Tribune, the Field Poll currently shows that 52% of likely voters polled would vote for passage of Preschool for All.
According to attorney Carl H. Starrett II, this legislation may be unconstitutional by excluding the participation of faith-based preschool programs. Furthermore, requiring a small percentage of taxpayers to subsidize preschool programs could be economically devastating to faith-based programs that must compete without the benefit of tax dollars. California parents who value their children's faith-based education should vote no on Proposition 82.
